Liebe Kolleginnen und Kollegen!
Die Rektorin hat in ihrem gerade versendeten email die Pläne des Rektorats für die Rückkehr der WU in den Normalbetrieb dargelegt. Diese Planungen betreffen den Zeitraum bis zum 30. Juni 2020. Rechtzeitig werde ich Sie dann informieren, welche Vorgaben ab Anfang Juli zu beachten sein werden. Ich bitte Sie als Führungskräfte sehr herzlich, die Maßnahmen des Rektorats zu unterstützen.
Bis Ende April werden die meisten MitarbeiterInnen nach wie vor im Homeoffice tätig sein und meine Bitte, den Dienstbetrieb so zu organisieren, dass die Arbeitsausübung nur in den unbedingt erforderlichen Fällen am Campus selbst erfolgen soll, gilt bis dahin weiterhin. Ab Montag, 4. Mai 2020 soll die Arbeitsausübung am Campus hingegen wieder der Regelfall werden und Homeoffice die Ausnahme werden.

Wann wird es auch ab dem 4. Mai 2020 Homeoffice geben?
Die Arbeitsausübung am Campus hat unter Beachtung der Sicherheits- und Hygieneregelungen zu erfolgen. Für uns an der WU heißt das: Wenn mehrere MitarbeiterInnen einen Arbeitsraum teilen oder überhaupt in einem Großraumbüro sitzen, muss sichergestellt sein, dass zwischen jedem Arbeitsplatz ein Mindestabstand von 2m eingehalten wird. In einem 4-Achser-Büro können demnach 2 Personen und in einem 2-Achser-Büro 1 Person arbeiten. Sollten darüber hinausgehende gesetzliche Vorgaben erlassen werden, richten wir uns natürlich auch danach und würden über die FAQ auf Sharepoint darüber informieren.

·       Dies kann dazu führen, dass in manchen Räumen nicht alle MitarbeiterInnen ihren WU-Arbeitsplatz nutzen können. In diesen Fällen bitten wir sie, mit einzelnen MitarbeiterInnen zumindest tageweise oder auch abwechselnd Homeoffice zu vereinbaren.

·       MitarbeiterInnen, die der Covid-19-Risikogruppe angehören, können in Absprache mit ihrer Führungskraft schon derzeit im Homeoffice arbeiten. Voraussetzung dafür ist die Vorlage eines Covid-19-Risiko-Attests. Ein Covid-19-Risiko-Attest stellen die behandelnde Ärztin oder der behandelte Arzt aus und ist der Personalabteilung zu übermitteln. Sollten die gesetzlichen Regelungen, die dies derzeit sicherstellen, nicht verlängert werden, bitten wir Sie dennoch, Ihren MitarbeiterInnen entgegenzukommen und bei der Diensteinteilung darauf zu achten, dass diese Mitarbeiter/innen ihre Tätigkeit weiterhin im Homeoffice ausüben können.

·       Homeoffice kann unter den nachfolgenden Voraussetzungen auch für Mitarbeiter/innen mit Kinderbetreuungspflichten und Betreuungspflichten für Menschen mit Behinderung, Pflege von pflegebedürftigen Angehörigen in Betracht kommen: Solange der reguläre Kindergarten- und Schulbetrieb für die eigenen Kinder noch nicht wieder aufgenommen wurde, kann bei Betreuungspflichten für Kinder bis zum 14. Lebensjahr Sonderurlaub beantragt werden. Im Falle eines Sonderurlaubs besteht die Entgeltfortzahlungspflicht durch die Arbeitgeberin bei MitarbeiterInnen, die dem Kollektivvertrag unterliegen, für 1 Woche, bei BeamtInnen und ArbeitnehmerInnen mit Vertragsbedienstetengesetz als Teil ihres Arbeitsvertrages (VB) für bis zu 12 Wochen. Anschließend an die 1 Woche Sonderurlaub können MitarbeiterInnen, die dem Kollektivvertrag unterliegen,  bis zu 3 Wochen Sonderbetreuungszeit beantragen. Auch während dieser Zeit wird das Entgelt weiter bezahlt. Darüber hinaus kann bis zu einer Woche Pflegefreistellung wegen Ausfalls der Betreuungsperson aufgrund einer behördlichen Anordnung genommen werden. Sollte ein weiterer Bedarf bestehen, so sind Zeitguthaben abzubauen und es ist Urlaub aus Vorjahren zu verbrauchen. Reicht dies noch nicht aus, wollen wir  MitarbeiterInnen, die dem Kollektivvertrag unterliegen, entgegenkommen: Es kann weiterer bezahlter Sonderurlaub genehmigt werden. Die Inanspruchnahme dieser Möglichkeiten kann auch stundenweise erfolgen. Daher ist in diesen Fällen auch ein Wechsel zwischen Arbeit am Campus, Homeoffice und Inanspruchnahme der oben genannten Möglichkeiten möglich. Sofern dies die Betreuungspflichten, die technischen Möglichkeiten und die Aufgaben zulassen, erwartet die WU, dass in Abstimmung mit der jeweiligen Führungskraft nach Möglichkeit zumindest stundenweise gearbeitet wird.

·       Die gleichen Regelungen kommen
- bei Betreuungspflichten für Menschen mit Behinderungen, deren Betreuung zu Hause erfolgt,
- für Angehörige von pflegebedürftigen Personen, wenn deren Pflege oder Betreuung in Folge des Ausfalls einer Betreuungskraft nach dem Hausbetreuungsgesetz, BGBl. I Nr. 33/2007 nicht mehr sichergestellt ist und
- für Angehörige von Menschen mit Behinderungen, die persönliche Assistenz in Anspruch nehmen, wenn die persönliche Assistenz in Folge von COVID-19 nicht mehr sichergestellt ist,
zur Anwendung. Auch hier gilt: Selbst dann, wenn die gesetzlichen Regelungen auslaufen sollten (derzeit sind sie bis 31. 5. 2020 in Kraft), wollen wir den MitarbeiterInnen entgegenkommen: Ich bitte Sie als Führungskräfte, mit diesen MitarbeiterInnen soweit wie möglich Homeoffice zu vereinbaren.

Was ist bei der Arbeitsausübung am Campus besonders zu beachten?

·       Wenn Sie Meetings mit den MitarbeiterInnen am Campus vereinbaren, darf nur jeder zweite Platz besetzt sein, sodass ca 1m Abstand ist. Ist dies in den üblichen Räumen nicht möglich, ist auf einen größeren Raum auszuweichen.  Meetings sollen so kurz wie möglich gehalten werden. Zwischen Meetings ist im Raum eine Stunde Pause vorzusehen, sodass durch die Lüftung ein gewisser Luftwechsel stattfinden kann.

·       Wer den Arbeitsplatz verlässt (um zB zum Drucker, in ein anderes Zimmer oder in den Sozialraum zu gehen), hat jedenfalls eine Maske (MNS) zu tragen.

·       Für Bereiche mit Studierenden- oder anderem Personenverkehr können Sie Plexiglasschutz beim Campusmanagement anfordern. Bestellungen sind bereits getätigt, unklar ist derzeit noch der Zeitpunkt der Anlieferung. Wir halten Sie dazu auf dem Laufenden.

·       Bei allen Gebäudehaupteingängen hängt ein Desinfektionsspender. Bitte halten Sie Ihre MitarbeiterInnen an, insbesondere nach einer Anreise in öffentlichen Verkehrsmitteln sich gründlich die Hände zu waschen oder zu desinfizieren.

·       Die Lounges sollten nur benützt werden, wenn sich nicht mehrere Personen gleichzeitig darin aufhalten.

·       Im Zuge der üblichen Reinigung werden weiterhin zusätzliche Desinfektionsmaßnahmen gesetzt.
Ich bitte Sie als Führungskräfte, den Dienstbetrieb daher entsprechend der angeführten Regelungen für den Zeitraum bis zum 30. Juni 2020 zu organisieren. Die Umstellungen fordern Ihnen und Ihren MitarbeiterInnen wieder viel Energie ab. Sollte die Implementierung nicht mit 4. 5. 2020 erfolgen können, sondern ein paar weitere Tage bedürfen, haben wir natürlich Verständnis.

Dear colleagues,
In the email you just received from the rector, she explained the Rector's Council's plans for returning WU to normal operations. These plans cover the period until June 30, 2020. I will keep you updated in plenty of time on what further requirements will apply after that period. As supervisors, I know you will do everything you can to support the measures put in place by the Rector's Council.
Until the end of April, most employees will continue to work from home, and my request that you organize your unit's operations in such a way that work is only performed on campus when absolutely necessary will continue to apply until then. After Monday, May 4, 2020, however, work on campus should once again become the norm and teleworking the exception.

Who needs to continue working from home after May 4?
On-campus work will need to be performed in compliance with the current safety and hygiene regulations. For us at WU, this means that if several employees share an office or are assigned to an open-plan office, it must be ensured that a minimum distance of 2 m is maintained between each workstation. This means 2 people can work in an office with 4 workstations, and 1 person in an office with 2 workstations. If any further legal requirements are announced before then, we will of course comply accordingly and will keep you updated on the FAQ page on SharePoint.

·       This can result in not all WU employees being able to use their on-campus workstation. In these cases, we ask you to work out a plan for these employees to continue working from home on selected days or on alternating days.

·       Under the current regulations, employees classified as high-risk for COVID-19 are already required to work from home in agreement with their supervisor. These employees are required to present a COVID-19 risk assessment issued by their attending physician, which must be submitted to the Personnel Office. If the applicable legal regulations are not extended, we would ask you to continue to accommodate your employees anyway, and to ensure that these employees can continue to carry out their work from home when scheduling their duties.

·       Teleworking remains an option for employees with family caretaking responsibilities (i.e. children, or disabled, ill, or elderly family members) under the following conditions: Until regular operations in schools, kindergartens, and child-care facilities are restored, employees can apply for special leave for the care of children under 14 years of age. In the case of special leaves of absence, the employer is obligated to continue paying the employee's salary for 1 week (for employees under the Collective Bargaining Agreement) or for up to 12 weeks (for employees with civil servant status or contractual employees as part of their contract). After consuming their 1 week of special leave, employees under the Collective Bargaining Agreement can apply for up to 3 weeks of special caretaking leave. WU will continue paying their salary during this period. In addition, employees can take another 1 week of caregiving leave in the event that the person who usually looks after the child is unable to do so due to an official order. If an employee needs even more time off after that, he or she has to consume any compensatory time off that has been accrued or vacation time left over from previous years. If still more time off is needed after that, it is possible to grant further paid special leave periods to the employee. Such arrangements can also be made by the hour. For these employees, please consider arranging for them to alternate between periods of on-campus work, teleworking, and taking advantage of the above-named options. As far as caretaking responsibilities, technical requirements, and the employee's individual duties allow, WU expects these employees to work at least by the hour, in agreement with their respective supervisor.

·       The same regulations apply to:

·     Employees with caregiving responsibilities for people with disabilities who are receiving in-home care

·     Employees with a family member who requires care but the usual care personnel or caregiver is currently not available and the usual care services can therefore not be maintained (as specified in the Home Care Act [Hausbetreuungsgesetz, Federal Law Gazette. I no. 33/2007])

·     Employees with a family member with a disability who usually receives personal assistance but the availability of this assistance is not guaranteed anymore due to the COVID-19 situation

In these cases, as well: Even if the applicable legal regulations are not extended (they are currently in effect until May 31, 2020), we would ask you to continue to accommodate your employees anyway, and to ensure that these employees can continue to carry out their work from home as much as possible when scheduling their duties.
What is particularly important to bear in mind when returning to work on campus?

·       When scheduling meetings with your staff, remember that only every second seat may be occupied, so that a distance of about 1m can be maintained between participants. If this is not possible in the rooms you usually use, please move your meeting to a larger room.  Meetings should be kept as short as possible. A break of at least 1 hour must be scheduled between meetings to allow the ventilation system to replace the air in the room.

·       Masks covering the mouth and nose need to be worn whenever an employee is away from their workstation (e.g. to use the printer or the lounge).

·       For areas with direct contact to students or the public, protective Plexiglas sheets are available from Campus Management. The materials have already been ordered, but no delivery date has been provided yet. We will keep you updated.

·       Hand sanitizer dispensers have been installed at the main entrances of all buildings. Please remind your staff on a regular basis to wash their hands thoroughly or use hand sanitizer regularly, especially after using public transportation.

·       Lounges should not be occupied by groups of employees at the same time.

·       The building cleaning staff will continue to apply the additional disinfection regimen as part of their routine cleaning activities.
As supervisors, you are requested to continue organizing your unit's operations as described above for the period from now until June 30, 2020. We understand that the necessary changes require considerable efforts from you and your staff, and if it is not possible to implement everything by May 4, 2020, and you should need a few additional days, we will of course understand.
